Since the 21st century, with the global electronic information industry shifting from developed countries to emerging economies and countries, Asia, especially China, has gradually become the world's most important electronic information products production base. PCB industry focus is constantly shifting to Asia, and the capacity in Asia is further shifting to the mainland, forming a new industrial pattern. Before 2000, 70% of the global PCB output was distributed in Europe, America (mainly North America) and Japan. With the continuous production capacity transfer, the PCB output in Asia now accounts for nearly 90% of the world's PCB output, leading the world's PCB, while mainland China has become the region with the highest PCB production capacity in the world. Meanwhile, the production capacity in Asia has been shifting from Japan, South Korea and Taiwan to mainland China in recent years, making the PCB production capacity in mainland China grow at a rate of 5%~7% higher than the global level. In 2017, China's PCB output value will reach 28.972 billion us dollars, accounting for more than 50% of the global total output value.
PCB production capacity in Europe, the United States and Taiwan continues to shift to the mainland, and we think the reasons are as follows:
1. Western countries have tightened environmental policies, and the PCB industry with relatively high emissions has been forced to transfer. Printed circuit boards contain heavy metal pollutants, which inevitably cause local environmental pollution in the manufacturing process. In Europe and America, the government has higher environmental requirements for PCB manufacturers than that in China. Under strict environmental protection standards, enterprises need to establish a more perfect environmental protection system, which will lead to the increase of enterprises' environmental protection expenditure, increase the management cost and thus affect the level of enterprise profits. Therefore, European and American manufacturers only keep PCB business with high technology and high confidentiality, such as military, aerospace, and so on, as well as small-batch fast board business, and constantly reduce PCB business with high pollution and low profit. That part of the business is being shifted to Asia, where environmental requirements are relatively light and environmental spending relatively low. Strict environmental policies have also hindered the release of new production capacity. PCB manufacturers typically expand capacity by expanding existing or new facilities. But on the one hand, the restriction of environmental protection clause increases the difficulty of plant site selection; On the other hand, the increase of cost reduces the expected profitability of the project, weakens the feasibility of the project and increases the difficulty of raising funds. Due to the above two reasons, the speed of European and American manufacturers to invest in new projects is lower than that of Asian manufacturers, which releases relatively little new production capacity and continues to lag behind the Asian region in PCB production capacity. The mainland market has a price advantage with relatively low labor costs, while western manufacturers tend to be at a disadvantage in price wars. The labor cost in the mainland market has the advantage of being relatively low. Although it has been gradually increased in recent years, it is still far lower than the level of developed countries in Europe and the United States, and lower than that in Japan and South Korea. By virtue of their advantages in environmental protection expenditure and labor cost, mainland manufacturers can gain competitive advantages at a lower price than those in other regions, thus expanding their market share.
2. China has become the world's largest consumer electronics market, and the upstream and downstream industrial chain is fully matched with PCB industry demand. In the past ten years, China's electronic information industry has been developing rapidly and expanding in scale. In 2015, China's main business income of consumer electronics information manufacturing reached 11.1 trillion yuan, ranking first in the world. As one of the carriers closest to the terminal products, PCB's demand in the mainland will continue to increase with the boom of the downstream terminal products. Accordingly, a complete industrial chain of "from copper foil, glass fiber, resin, to copper clad plate, and finally to PCB" has been formed at the supply end in mainland China, which can support the growing production demand. Therefore, driven by demand, the industry capacity smoothly transferred to the mainland.
3. At present, China has formed a PCB industry cluster with the pearl river delta and Yangtze river delta as the core areas. According to the statistics of China printed circuit association CPCA, in 2013, the number of PCB enterprises in China was about 1,500, mainly distributed in the pearl river delta, Yangtze river delta and bohai sea region. The output value of PCB in the Yangtze river delta and the pearl river delta accounted for about 90% of the total output value of mainland China. PCB production capacity in central and western China has expanded rapidly in recent years. In recent years, due to the increase of labor cost, some PCB enterprises have moved their production capacity from the pearl river delta region and the Yangtze river delta region to the central and western cities with better basic conditions, such as huangshi, hubei province, guangde, anhui province, suining, sichuan province.
